    Abstract: Offers a critical appraisal of the consultation document on 'Spiritual, Moral, Social and Cultural Development' issued by the Office for Standards in Education (OFSTED) in Britain in February 1994. The author argues that the analogy of development is misleading. The analogy does not make sense when applied to mental, as distinct from physical, matters. Moral matters do not have an innate beginning structure or a final stage beyond which they fail to grow. Moral maturity is not a matter of empirical fact; it involves value judgments about qualities we prize. The terms the spiritual, the moral, the social, and the cultural are discussed concerning their ambiguity in the OFSTED paper.
